1) 歴史 History

グライダー操縦を習った当方は、無機材料工学科を出た後、原子核工学専攻で井関教授(右から3人目)と矢野助手 (左から2人目、それぞれ当時)のご指導の下、中性子照射による無機材料中への格子欠陥の研究を始めました。ですが、照射損 傷より、照射による新物性や新材料・物質探索等の方が面白くなって、 原子力業界から離れて過ごしていました。

After getting a glider license and graduating Dept. Inorganic Materials., I began research on defects in inorganic materials under supervisions by Prof. T. Iseki and Prof. T. Yano in Res. Lab. Nuclear Reactors.  However, rather than radiation damage, I was interested in radiation induced novel properties and novel material synthesis.  I took a distance from nuclear engineering.

長岡技大極限センターに着任した2000年(左写真)に始めた講義が、電気B4向けの”核エネルギー工学”です。前任の先 生にい た だい た資料には、核融合の講義内容が記載されていたことに驚愕しました。世界最大の原子力発電所がある新潟で、核分裂を教えないと は!極限センターの前身の粒子ビーム工学センターはパルスイオンビーム慣性核融合に関する日本唯一の研究施設だったこと を考 慮しても、この講義内容はバランス を欠いています。そのため、核分裂に半分以上を費やす講義内容改訂を行いました。さらに、当時柏崎刈羽原発5号機の担当だった、研究室先輩の北村さんのご厚意で、学生の発 電所見学も始めていただきました。

After joining Nagaoka, my first lecture was Nuclear Energy Engineering for undergraduates in Dept. Elec. Eng.  The predecessor gave me the note in the last year, which dealt only with nuclear fusion.  This surprised me because, in Niigata, the largest nuclear power station is operating.  Even though Nagaoka has the pulsed inertial confinement fusion research center: Extreme Energy-Density Research Institute,  this is unbalanced to the local needs.  Thus, I put nuclear fission more than a half of the time in the lecture.  I also began a tour to the nuclear power station for the students with a kind help of Mr. Kitamura, who was my senior in the university.

2)専攻設立準備  Foundation of Department of Nuclear System Safety Engineering

2005年に、上司として阪大原子力卒の材料研究者:新原教授(左から7人目)が着任しました。2009年に学長に選ばれ た後、原 子力 の学科を作って新潟の特に産業界に貢献したいと公言されました。2010年になって新原学長に呼ばれ、”おまえは原子核工学 専攻修了だから、担当副学長を手伝って原子力設立を行いなさい”と指示されました。

In 2005, Prof. Niihara, who had graduated from Dept. Nucl. Eng. in Osaka Univ. and was a materials scientist, came to Nagaoka as my boss.  After the election in 2009 to be the President, he told to other to found a department on nuclear engineering to contribute local community/industry.  In 2010, he told and ordered me "You graduated from Dept. Nucl. Eng..  Prepare foundation of the department with Vice President".

カリキュラム、教員など、専攻設立の設置審申請準備の最終段階を行っていた2011年3月11日に、東日本大 震 災と福島第一原発事故が発生しました。この衝撃が収まらない同年5月、今こそ原子力安全が必要であると学長が文科省に設置審 申請書を出し、数日後になんとか申請が受理されました。同年11月に設置審で 専攻設立が決まり、2012年4月から、新し い教員と学生を迎えて原子力システム安全工学専攻が設立されました。文科省はこれを支援してくださり、2011年に特別経費 (組織改革促進分、1.3億円)、2012年にイオンビーム分析用静電 加速器(2億円)、そして学内狭隘解消のための原子力安全・システム安全棟建設+粒子棟増設(8 億円?、左写真はテープカット)が認められました。これらは、専攻内だけでなく、物材や電気棟の耐震工事時や技ノベ専攻設立で、学内の多くのかたに も広くご利用いただきました。

During final preparation of lectures, professors and others, in Mar. 11, 2011, an earthquake and a tsunami hit Fukushima Daiichi Nuclear Power Station.  In the shock of the accident, the President submited a proposal to found the department to MEXT and accepted. In 2012, with new staffs and students, Department of Nuclear System Safety Engineering started.  MEXT warmly helped the Department to supply 130 million yen for lab facilities, 200 million yen for Analytical Electrostatic Accelerator and 800 million yen for the building.  They have been utilized many staffs and students in the university.

3)原子力への貢献内容  Contribution the nuclear engineering

専攻設立を手伝ったものの、パイロットで材料研究者だが、原子力の専門家でない当方は、原子力のどこに貢献で きるかをずっ と考えておりまし た。

Even though I helped the foundation, as a pilot, a materials scientist but not a nuclear engineer, I have been thinking any topics to contribute the nuclear engineering.

この専攻設立準備最終段階で、福島第一原発事故が起きました。権限のない政府職員や議員が個別 に勝手に現地に指示や意見を出したり、事業者が現地の事故対策を阻害するような指示を出したりしているのを見て、胸を痛めま した。こんなことにならないよう、本学の卒業生には危機管理技法を知って社会に出て欲 しいと強く思うようにな りました。元 海自幹部の岡野様、元海保幹部の黒澤様など危険を伴う業務をされてきた方々のご支援と、自分のパイロットとし ての知識を使い、安全・ 危機管理特論を立ち上げました。左は、ロールプレイングでの避難計画策定です。

In the Fukushima Daiichi Nuclear Power Station accident, I was shocked to see many government officers and congressmen send unlawful orders or unnecessary suggestions to hinder activities by "Fukushima 50".  From this experience, I strongly feel that alumni of Nagaoka should have knowledge of crisis management before the graduation.  In the department, with helps of Mr. Okano and Mr. Kurosawa, ex-JMSDF and ex-Japan Coast Guard officers, and my knowledge as a pilot, I founded a new lecture "Advanced Safety and Crisis Management".

また、原発立地自治体での住民への正しい放射線教育が必要であり、特に低学年からの教育が重要である と考えました。長岡高 専吉野教授と小中学校教諭のご協力により、小中学校向けの講義資料を開発し、出前講義を実施しています。左は、小学校での霧箱を使っ た放射線可視化の実験です。

Furthermore, it is required to educate local people, in particular young students, on radiation.  With helps of Prof. Yoshino at National Institute of Technology, Nagaoka College and many elementary and junior high school teachers, I deliver lectures in schools.
